A state based on Plato's Republic, Book II, has been created based on the principle that fraud is good if one can avoid punishment. Such a state is, therefore, for its very survival dependent on criminal thinking, which explain High Level Corruption.
For such a state, built on Plato's Academic Tradition or Cult, people with a highly developed moral is a threat, unless these dangerous non criminal minds can be successfully fooled.
But it is not necessary to base a state on Platonism.
